Dubai event permit guide
You apply to Dubai's Department of Economy and Tourism (DET) for an event e-permit, and no marketing or ticket sales can start until DET approves it. If you sell tickets, you then apply for a separate e-ticketing permit that appoints a DET-approved ticket seller.
Blend handles the DET ticketing side for you, from the e-ticketing permit's seller details to AED checkout and QR entry. Step Dubai 2027 sells its tickets on Blend, its official ticketing platform, at step.blendapp.ai.
Registered with Dubai's Department of Economy and Tourism as an API ticket seller.

The permit guide
Dubai has two separate approvals. A ticketed event needs both, in this order.
| Event e-permit | E-ticketing permit | |
|---|---|---|
| What it covers | The event itself: its date, venue and format | Selling tickets for that event |
| Which events | Entertainment, sport, charity, religious and business events | Every event that sells tickets |
| When | First. No marketing or sales before DET approves it | After the event e-permit is approved |
| Who applies | The organizer or its authorized representative | The organizer, with the appointed ticket seller |
Don't assume a free or registration-only event is exempt: check with DET, or ask us early.
DET publishes the full lists: event permit documents and ticketing prerequisites.
Name, format, dates, venue, expected attendance, ticket categories and your planned sales launch.
Submit the application and documents on the DET portal. Do not market the event or sell tickets until DET approves it.
Tickets may only be sold through a DET-approved seller integrated with DET's e-ticketing system by API. DET asks organizers to consult their appointed seller before submitting the ticketing application.
Submit it with your Emirates ID, trade licence, venue NOC and the seller you appointed.
Once both approvals are in place, your seller opens sales on your event page and runs entry on the day.
Apply well before your marketing starts: nothing can be promoted or sold until the event e-permit is approved. DET lists processing times on its portal.
